The Comprehensive Planning Process

Process & Timeline

The Comprehensive Planning Process takes place across multiple phases held over several months. Each phase helps to build the foundation for the final plan, ensuring an end product that is thoroughly researched and built with extensive community input and direction.

  • August 2024 - January 2025

    The project team will collect and analyze a range of data and information including reviewing existing plans, regulations, policies, and programs, studying demographic and market trends, and assessing physical conditions.

  • February - May 2025

    The team will work with Steering Committee to identify parts of the community that have experienced significant change in recent years or might need additional planning. The team will work to create strategic land use and development scenarios to study the impacts of desired change and consider different paths for the future.

  • June - November 2025

    The Objectives & Key Results will serve as the framework for the Comprehensive Plan document, detailing how broad goals that comprise the community’s vision can be achieved over the next 20 years with actionable implementation steps. The Project Team will write the Plan and guide City Staff through the adoption process.

The planning process takes a coordinated effort between multiple groups of stakeholders. Each phase of the engagement will work to incorporate the expertise of city officials, a steering committee, industry leaders, and the residents and community leaders of Collinsville.

Steering Committee

Chosen for their individual expertise and local knowledge, this group works alongside the Project Team throughout the planning process. They will guide the work and provide feedback throughout the process.

City Departments

City Staff, Elected Officials, and Community Members should be able to utilize the plan to make informed decisions about the community’s future.

City Council

The City Council will utilize the Plan to inform broad decision-making for the City and will adopt the Final Plan.

Planning Commission

The Planning Commission will utilize the Plan to make land use, zoning, and development decisions and will recommend adoption of the Plan to City Council.

Consultant Team

PGAV Planners is a multi-disciplinary planning and economic development firm headquartered in Downtown St. Louis. PGAV is the lead firm on this effort for Collinsville.

Crawford Murphy & Tilly is an engineering and planning firm with offices across the Midwest. They will be supporting the transportation components of the planning process.
